This episode is the Introduction of New arc Syrup Village Arc.

It starts with Captain Usopp False alarm with terrible news of Pirates are coming in to the village. When he confirms the villager it's a False alarm they joins together and attacks him but he escapes. 

Since Luffy, Zoro and Nami started their journey in the small ships, they thought going to Grandline with this ship and no crew will be a suicide mission. So they thought to stop in the near by village and get the big ship. So they landed in the village where Captain Usopp. 

Captain Usopp has 3 subordinates Carrot, Pepper and Onion (name might be different in Manga it's from subtitle), they inform Captain Usopp about the arrival of them also informed the Buggy flag hoisted in the ship. Usopp was terrified hearing about this but later he was told only 3 of them are coming, he sets to protect the village. When Luffy and his crew reaches the village he attacks them with sling shot and say's I will protect village. Luffy confronts him that he know his dad Yasopp who was perfect sharpshooter part of Shank's crew. 

So, Nami tells Usopp the purpose village to buy a big ship and they them to seek from the richest person the village and also says that they saw a big Mansion. 

Kaya is the lady Mansion, is being protected by her butler Klahadore, who lost her parents a year ago. Usopp sneaks to Mansion and tells fake stories about his Pirate experience. Since, Usopp is the only person makes Kaya he was bar by her butler entering the house. Luffy and his crew  successfully trespasses the mansion with a big blow but they were confronted by butler.
